The construction of China's logistics network this time is based on overall planning and internal and external linkage, focusing on core areas such as trunk channels, hub nodes, intelligent empowerment, and security guarantees. Multiple targeted reform measures have been launched to comprehensively reshape the development pattern of China's logistics industry, and help reduce costs, increase efficiency, and enhance quality empowerment of the supply chain.

The implementation plan released this time clarifies seven construction directions and seventeen key tasks, and comprehensively reconstructs China's global logistics system from multiple dimensions including trunk channels, hub nodes, urban-rural distribution, smart empowerment, green and low-carbon, safety and emergency, and open connectivity. The plan proposes a clear quantitative goal to reduce the total logistics cost to GDP ratio of the whole society to 13.1% by 2030, achieving a significant pressure drop compared to the end of the 14th Five Year Plan period, continuously reducing the comprehensive circulation cost of the real economy, and providing a stable, efficient, and low-cost logistics support system for manufacturing, foreign trade, cross-border trade, and regional commerce.
The optimization of trunk channels is the core focus of this logistics network construction. China will coordinate the resources of multimodal transportation by sea, railway, highway, inland waterway, and air, connect multiple main logistics corridors from east to west, north to south, and land to sea, and fill the gaps in logistics in the central and western regions, border ports, and urban and rural ends. By combining key projects such as the Pinglu Canal navigation, the expansion of the Western Land Sea New Corridor, the intensification of China Europe shipping routes, and the upgrading of inland water transportation, the accessibility, timeliness, and stability of the national logistics trunk lines will be comprehensively improved, effectively alleviating industry pain points such as channel congestion, cumbersome transit, and uneven transportation capacity in some regions for a long time. The improvement of the multimodal transport system will further reduce cross-border and bulk cargo transportation costs, and enhance the overall supply chain turnover efficiency.
The comprehensive coverage of the urban and rural logistics system is a dual highlight of both livelihood and industry in the implementation of this policy. According to the latest public data from the Chinese Ministry of Commerce, since 2021, more than 3600 county-level logistics distribution outlets have been upgraded and renovated nationwide, and thousands of county-level comprehensive commercial and trade service centers have been built, basically achieving full coverage of logistics outlets at the county, township, and village levels. With the deepening of China's logistics network, the two-way circulation channels between urban and rural areas will become more smooth, ensuring the sinking of domestic consumer goods and the upward movement of agricultural products, as well as providing a stable end of pipe distribution base for cross-border e-commerce, domestic e-commerce, and regional distribution industries, allowing logistics infrastructure dividends to cover the entire market.
Intelligence and digital upgrading have become the core driving forces of modern logistics networks. The current logistics industry in China is comprehensively promoting the construction of intelligent supervision, unmanned operation, digital scheduling, and full chain visualization management system. Relying on smart customs equipment, intelligent inspection systems, automated warehousing, and intelligent mainline scheduling technology, the compliance, safety, and accuracy of logistics operations continue to improve. Technological empowerment not only shortens customs clearance and transit time, but also effectively reduces human errors and inspection blockages, providing solid technical support for high-precision and high compliance businesses such as dangerous goods logistics, cross-border LCL, and bulk foreign trade.
Green, low-carbon, safe and controllable are the mandatory construction standards for China's new generation logistics network. In recent years, China has included 26 green logistics cases in the international standard system, covering all scenarios such as transportation, warehousing, packaging, and recycling, continuously promoting the low-carbon transformation of the industry. At the same time, the plan focuses on strengthening the construction of the logistics safety emergency system, improving the supply chain emergency guarantee mechanism under extreme weather, geological disasters, and international geopolitical risks, enhancing the risk resistance and resilience of China's logistics network, and responding to various uncertain factors such as global waterway fluctuations, regional disasters, and international policy changes.
From the perspective of the overall development of the industry, the systematic construction of China's logistics network will completely change the traditional pattern of "decentralized operation and separate networks" in domestic logistics, and form a modern supply chain system that is unified nationwide, interconnected internally and externally, safe, efficient, green and intelligent. Internally, it can continuously reduce the operating costs of physical enterprises and activate regional economic vitality. Externally, it can strengthen China's channel and hub advantages in the global trade chain, and consolidate the basic foundation of cross-border logistics and international trade.
With the arrival of the peak season for foreign trade shipments in the fourth quarter and the comprehensive implementation of new logistics policies, China's logistics industry will usher in a new development cycle of standardization, systematization, and intelligence. In the future, relying on China's backbone logistics network, segmented tracks such as cross-border logistics, multimodal transport, smart warehousing, and urban-rural distribution will continue to improve and upgrade, providing more stable, compliant, and efficient end-to-end logistics support for Sino foreign trade.
