With the continuous expansion of China’s cold-chain export volume, the new official regulation aims to eliminate food safety risks caused by container contamination and standardize loading procedures for reefer container exports. The official document officially released is the Announcement on Fitness Inspection Administration for Containers Carrying Exported Perishable and Frozen Food (No.136/2026), which will befully implemented on October 1, 2026.
The regulation covers all exported perishable and frozen products, including fruits, vegetables, aquatic products, frozen meat and other temperature-sensitive cargo. Exporters are required to undertake self-inspection before shipment and only use clean, intact reefer containers with qualified sealing and refrigeration performance.
Carriers, packing companies or authorized agents must submit inspection applications and upload the Export Container Fitness Conformity Declaration on the China International Trade Single Window prior to cargo loading. Local customs will review submitted documents and conduct random on-site inspections. The valid period of approved container fitness results is 21 calendar days. Re-declaration is mandatory once the validity expires.
It is critical for exporters to note that customs will automatically verify container fitness status during formal customs declaration. Any missing or failed inspection record will result in document rejection and prevent cargo loading, causing direct vessel schedule delays. The supervision model has officially upgraded from post-shipment inspection to pre-loading mandatory declaration, further standardizing China’s cold-chain export procedures. Enterprises are advised to reserve sufficient time for declaration and review.

All relevant exporters shall confirm whether their commodities fall within the regulated scope of perishable and frozen food. For shipments arranged after October 1, businesses are recommended to complete container fitness declaration well before customs cutoff and strictly follow the 21-day validity rule. It is necessary to inspect container cleanliness, sealing condition and refrigeration performance during stuffing, and unify operational procedures among factories, forwarders and customs brokers to integrate fitness inspection into the whole export process. With Q4 being the peak shipping season and port workload rising during China’s National Day holiday, standardized pre-declaration operation can effectively avoid document rejection and shipment delays caused by missing filings or expired qualifications.
As the fourth quarter brings high demand for cold-chain exports and intensive port operations, enterprises are encouraged to get familiar with the China International Trade Single Window declaration system in advance and optimize internal workflows to prevent operational risks during the policy transition period.
