With just two weeks to go until the 2026 Lunar Year of the Horse Spring Festival, cargo shipping in South China has entered the final sprint. However, the sudden tightening of policies at Guangzhou Nansha Port has dampened the spirits of freight forwarders and foreign trade practitioners – many freight forwarders have urgently announced the suspension of accepting new warehouse delivery orders bound for Nansha Port, further compressing the pre-holiday cargo shipping window!
As a core hub port in the Greater Bay Area, every policy adjustment at Nansha Port directly affects the nerves of freight forwarders, shippers and tractor trailer companies. The unprecedented intensity and rapid implementation of this urgent tightening are nothing short of a sudden blow. All practitioners must study the details carefully to avoid huge losses!

1.Sharp Cut to the Gate-in Time Limit for Export Laden Containers
Original Policy: Reservations for the gate-in of export laden containers could be made up to 7 days before the vessel’s Estimated Time of Arrival (ETA).
Revised Policy: Reservations are only accepted for the gate-in of export laden containers within 5 days of the ETA (currently implemented at Nansha Port Phase II and III first). Containers delivered in advance will be rejected outright.
The port authorities explained that this adjustment is aimed at alleviating the pressure of excessive yard storage density ahead of the Spring Festival, reducing road congestion and vehicle queuing time around the terminal, and ensuring the orderly progress of production and operations in the port area. For freight forwarders, however, the already tight time for cargo shipping coordination has been cut by another 2 days, drastically increasing operational difficulties.
2.The "Three-Strike Penalty" Inflicts Severe Hardship on Tractor Trailer Companies
As early as 00:00 on January 28, one day before the policy tightening, Nansha Port, in conjunction with the Guangzhou Container Transportation Association, rolled out a stringent "three-strike penalty" measure to rectify the arbitrary cancellation of gate-in reservations. The specific rules are as follows:
1 cancellation of container pick-up by a driver: 3-day ban on port operations;
2 cancellations of container pick-up by a driver: 7-day ban on port operations;
A total of 3 cancellations of container pick-up by the affiliated company: 7-day ban on all vehicles of the company from port operations.
In addition, Nansha Port has simultaneously tightened reservation rules – container pick-up and return require reservations on the evening of the previous day, with extreme scarcity of reservation slots, and no entry to the port without a reservation. It has also capped the entry and exit frequency of tractor trailers, allowing each trailer to enter and exit the terminal only once a day, which has directly halved the operational efficiency of individual vehicles.
3.Industry Ripple Effects
Under the combined effect of the policy measures, freight forwarders have borne the brunt and had no choice but to "suspend order acceptance" to mitigate risks, for three core reasons:
Extreme scarcity of reservation slots: The terminal only updates reservation slots for the next day at 12:00 noon every day, making it extremely difficult to secure slots and unable to guarantee the timely gate-in of customers’ containers;
Surge in operational risks: The ETA-minus-5-day time limit requires freight forwarders to precisely control shipping schedules. In the event of unforeseen circumstances such as delays in container loading, customs declaration and inspection, containers are highly likely to be rejected, resulting in exorbitant off-yard container storage fees and tractor detention fees;
Rising tractor trailer costs: The "three-strike penalty" has led to a sharp increase in scheduling pressure and default risks for tractor trailer companies, driving up trailer fees and severely squeezing the profit margins of freight forwarders.
At present, many freight forwarders have issued notices stating: "Due to warehouse overcapacity and difficulties in container pick-up and return at Nansha Port, we will suspend accepting new warehouse delivery orders bound for Nansha starting today", making pre-holiday cargo shipping even more challenging. Worse still, the off-terminal yards are currently operating at full capacity with sky-high storage fees, and the losses will be incalculable once containers are rejected.

In the face of the urgent adjustments at Nansha Port, complaints are useless – precise responses are the only way to minimize losses. Combining industry experience, Xingmei Lun has compiled 4 core response suggestions for your reference:
1.Precisely Control Shipping Schedules
Strictly calculate the time for container loading, tractor trailer transportation and customs declaration backwards in accordance with the "ETA-minus-5-day" rule, and set aside a 1-2 day buffer period to deal with unforeseen circumstances such as customs declaration and inspection, and tractor trailer congestion. Be sure to re-verify the shipping schedule before loading to prevent containers from being unable to enter the port due to schedule changes.
2.Monitor Reservation Slots in Real Time
Both Nansha Port Phase II and III update reservation slots for the next day at 12:00 noon every day. You can check the real-time reservation slots and container receiving time via the official WeChat public accounts of the corresponding terminals (Phase II: Guangzhou Nansha Seaport Container Terminal Co., Ltd.; Phase III: Guangzhou Port Nansha Container Terminal Phase III). Assign a dedicated person to secure slots to avoid being unable to enter the port due to lack of available slots.
3.Flexibly Choose Alternative Ports
If it is extremely difficult to secure reservations at Nansha Port, consider diverting cargo to surrounding ports such as Yantian and Shekou in Shenzhen, or choose direct shipping routes to avoid transshipment congestion. Communicate with shipping companies in advance about port adjustments to avoid cargo space wastage.
4.Enhance Multi-Party Communication
Freight forwarders need to promptly notify shippers of policy adjustments and clearly inform them of operational risks and time requirements. At the same time, maintain close communication with tractor trailer companies and the port to obtain the latest policy updates and operational guidelines in a timely manner, and negotiate prompt solutions to problems once they arise.
